Glenn Oyoung
Glenn Oyoung is a veteran marketing leader and the Director of the Marketing Division and Chief Marketing Officer at Covered California, where he oversees brand, advertising, research, and member communications to connect Californians with comprehensive, affordable coverage through equity‑focused campaigns that serve millions statewide. Previously, he directed national brand advertising for Kaiser Permanente across Northern and Southern California and managed an integrated agency team; led marketing and transportation electrification programs at Burbank Water & Power; served as a senior project manager at CorePoint 1 Management Consulting; and co‑founded STAGE3 AGENCY, a digital media firm for automotive clients. He has also led strategic marketing and customer experience initiatives for Southern California Edison and the Los Angeles Department of Water & Power. Glenn holds an MBA in Marketing & Entrepreneurship from UCLA Anderson and a Master of Jurisprudence in Energy and Environmental Law and Policy from Texas A&M University School of Law.
