Eddie Borrero

Eddie Borrero is senior vice president and CIO at Stellarus, the for-profit healthcare technology company providing scalable products and services to help health plans reimagine the healthcare system into one worthy of family, friends, and neighbors. Launched in 2025, Stellarus’ innovative technology solutions are initially available to Blue Shield of California’s more than 6 million members, under the parent company, Ascendiun.

Borrero leverages more than 25 years of technology and information security leadership experience to drive the entrepreneurial innovation and strategic technology investments at Stellarus, aligning products to dynamic healthcare system needs.  

Prior to this, Borrero was Chief Information Security Officer at Blue Shield of California for five years, where he led robust security strategies and modernization to protect the organization’s technology environments and business processes. Previously, as CISO at the global human resource consulting firm, Robert Half International, Inc., he developed security strategies to support business growth in an accelerated digital business model. 

Borrero sits on a variety of technology advisory boards, including Whimstay, Cyera, Halcyon, Trustmi, Cyberstart Investment Group, and ForgePoint Investment Group. 

In 2024, Borrero was honored with the HITEC 100 Award for influential global Hispanic technology executives – and named a Bay Area CISO ORBIE Award finalist. In addition to his professional roles, Borrero volunteers with organizations that support individuals without stable housing, survivors of domestic violence, and Hispanics and veterans who are in pursuit of technology careers. Borrero sits on the boards of HITEC and Cristo Rey De La Salle East Bay High School in this line of service work.

Borrero holds a Bachelor of Arts in Business Management from Saint Mary’s College in Moraga, California. He graduated from the Stanford Executive Program in Leadership and received a Chief Information Officer Certificate from Carnegie Mellon University Heinz College. Borrero is a veteran of the U.S. Navy, having served on the USS Abraham Lincoln.
